I think for some people it would bring back bad memories, and Ground-Zero is a good enough memorial at the moment. SRNH is right, we don't need 3 world trade centres. I think it would, in some people's eyes, become a place that they then want to knock down again, and possibly even a terrorist threat. Imagine how devastating that would be. Doesn't seem worth the risk putting them back up.
